Dakota City is a small industrial port city in the northwest, and is home to a "breed" of Mutants called "Bang Babies", so named due to an explosion of a large quantity of unstable bio-chemical nerve gas in the warehouse district during the Gang wars five years ago, which gave birth to many small time crooks and local supervillains as well as the local teenaged superhero, Static Shock.
